Profile
Engr. Philip Ayodele Balogun is a Nigerian civil and water engineer, project and PPP specialist, and founder of P & A Consulting Limited. He currently serves as WatHab (Water and Habitat) Engineer – Detention with the International Committee of the Red Cross (ICRC) in Abuja, leading infrastructure, WASH and energy upgrades in military and police places of detention such as New Bussa, Giwa Barrack and Operation Safe Corridor.
Philip’s work spans humanitarian WASH, detention infrastructure, affordable housing, climate-smart sanitation and PPP advisory. He has supported organisations including WaterAid Nigeria, Family Homes Funds Limited, the Infrastructure Concession Regulatory Commission (ICRC Nigeria), UN agencies and state governments on project preparation, technical design, systems strengthening and capacity building.
Philip has gained extensive experience working with
both private and public-sector clients.

Planning and delivery of water, sanitation, hygiene and energy solutions in high-risk detention facilities and fragile settings – from biogas sewage upgrades and borehole rehabilitation to kitchen, drainage and outing-area design that align with ICRC standards and national regulations.
PPP & Infrastructure Advisory
Advisory support on PPP frameworks, project preparation and procurement for transport, housing, WASH and social infrastructure. Philip contributes to reforms in Nigeria’s PPP and procurement environment and holds CP3P and other specialist project-finance certifications.

Structuring and delivering complex, multi-stakeholder programmes using PMBOK, Agile and risk-based approaches. Experience covers emergency response interventions, multi-site infrastructure rollouts and long-term systemic support to detention and WASH authorities.

Design and facilitation of engaging, practice-oriented training for public servants, engineers and NGO teams on project management, PPPs, WASH, risk management and digital tools – including work with FIRS, Bank of Industry, Lagos State Government and others.
