Engr. Philip Ayodele Balogun
Engr. Philip Ayodele Balogun is a multidisciplinary infrastructure and detention WASH specialist, PPP and procurement advisor, and trainer based in Abuja, Nigeria. He combines technical engineering expertise with public-sector reform, market-based solutions and capacity-building, working at the intersection of infrastructure delivery, public finance, and human dignity in places of detention.
He currently serves as Water & Habitat (WatHab) Detention Focal Point with the International Committee of the Red Cross (ICRC) Nigeria Delegation, where he leads technical planning, design and implementation of projects that improve material conditions of detention. His work covers water supply, sanitation and sewage upgrades, biogas facilities, kitchen rehabilitation, outing areas and ventilation improvements across military and civilian Places of Detention such as New Bussa, Giwa Barracks and other facilities in North-East and North-Central Nigeria. In this role, he works closely with commanders, technical units and government authorities to translate humanitarian law and ICRC standards into practical, buildable and maintainable infrastructure solutions.

Beyond his humanitarian work, Philip is Principal Partner at P & A Consulting Limited, a Nigerian-registered advisory and training firm focused on infrastructure, PPPs, WASH engineering and capacity-building. Through P & A Consulting, he has supported public institutions and development partners on project preparation, market assessments, business cases, risk management, and training programmes. His recent work includes leading technical inputs on market-based approaches for menstrual hygiene products, housing and other social infrastructure, as well as designing and delivering highly practical trainings for public servants and development organisations.
